I thought you might want to know the results of the question on invoicing
for Bus Field Trips & Student Activities. 14 Districts responded with most
charging actual costs + benefits - problem with actual costs is that
usually the bus driver or custodian is at the high end of the wage rates
causing the cost to be high. If custodian is already on duty, no charges
unless 'extra' or over-time is needed, mileage was either a set fee per
mile, or a set way of getting the cost of fuel/mileage.  Two districts do
not charge their school activities, but outside groups pay actual cost
 that is usually over-time.

We have been charging the highest wage plus benefits, but are now going to
charge actual including fringes.  Field trips will be actual wages
including fringe benefits and mileage rate. For estimating purposes, we
will use the highest wages.
