[Mail_treas] Supplement vs Supplant

We are in the midst of a desk review and I was asked to verify that the
district is supplementing our district with the Title I money and not
supplanting it. I was given the latest ODE documentation on Title I, part A
Spending Guide and that was clear as mud.

Has anyone had to deal with the new verbiage for this and how did you
document the dwindling amount of Title money received is not as significant
as they like to think - it is only 5% of the total amount in the general
fund budget.  I have to prove that all buildings are being equally treated
with non-federal money.  If you have a magic formula and would like to
share I would love to have it.
