[Mail_treas] use of Principal's funds & "insurance" for school trips

Hi Everyone,
As the new school year approaches, I have a couple of questions:
Does anyone have any guidance such as from the State Auditor or other on
how Principal's Funds may be spent? It is my understanding that they are
to be spent to benefit the students. Does any of the guidance address how
much of the balance may be spent on food for the teachers (in-service days,
morning meetings, etc)?
Also, with the Washington DC trip fiasco last spring when several travel
providers after being paid by the District, went bankrupt or did not
provide travel for Washington DC trips. Does anyone know of any "travel"
insurance or other safe guards to help ensure that the trip goes on as
planned? My district wasn't affected, but others were.
