[Mail_treas] Signing Bonus Question

Hello All!

I am in the process of paying all of our staff a signing bonus in place of
an incentive payment that was in their contract this year..  We had a MOU
signed and board approved.

My question is do we or do  we not withhold STRS and SERS from this
payment?  I have always been under the understanding that if it is not time
worked/earned then we do not withhold the retirement.  However, STRS has
said that because it has to do with their contract then we can withhold
retirement.  I do not want a mess down the road that I will need to correct
if I process these payments incorrectly.. I have 100 of them to do.

Any help would be greatly appreciated.
