Hello!
When I was at a District and the CBA's had a "wage stipend" based on which health insurance plan selected.... I sent the language to both SERS and STRS and got the official ruling from EACH and filed it with the payroll fand with the year's retirement reporting or audit trail. Interesting--- STRS did not want contributions and SERS DID take contributions. Language of the agreement is key in most cases. It is interesting because I think you should have that ruling prior to the board negotiating that item so that they know the TRUE cost of the language they are approving. Just my opinion.

Hello All!
I am in the process of paying all of our staff a signing bonus in place of an incentive payment that was in their contract this year.. We had a MOU signed and board approved.
My question is do we or do we not withhold STRS and SERS from this payment? I have always been under the understanding that if it is not time worked/earned then we do not withhold the retirement. However, STRS has said that because it has to do with their contract then we can withhold retirement. I do not want a mess down the road that I will need to correct if I process these payments incorrectly.. I have 100 of them to do.
Any help would be greatly appreciated.
