[Mail_treas] Opt-Out Pymts

Greets Treasurers,

In an effort to cut cost from our General Fund, it has been discussed about
offering an opt-out benefit payment to any full-time employee of the Board
who elects annually to withdrawal from medical/hospitalization benefits.
Or offering a Spousal Carve-out payment or a Spousal Surcharge.

As I understand it, to avoid issues with ACA compliance, this must be
offered strictly as a "eligible opt-out offer", meaning the employee must
provide proof annually that they are getting coverage for
themselves/spouse/dependents through their spouses/parents coverage.  But
cannot be coverage they have obtained from the government marketplace.

If you are a district that offers this, my questions are these:

- Is it offered for both family and single plans?
- What kind/amount/percentage of benefit do you offer for family plans and
single plans?
- What do you have the employee sign and provide annually to receive this
payment?
- Did you have to negotiate this benefit with your Unions or their
representatives?
