[Mail_treas] resolution language - contracts

Hi Ashley,

Usually at the organizational meeting I have the Board authorize that the
Superintendent (and Treasurer in some districts that I have been in) may
enter into contracts that are less than $25,000 subject to appropriations
and without further action by the Board.
