[Mail_treas] [Treas] Accrued Vaction

I have attached the vacation section from our OAPSE contract, but they can
accrue up to two years of vacation. We have never had an issue with this,
but I think it seems excessive.
The superintendent and I can only carryover 5 vacation days each year.
