OASBO just recently learned about the proposed changes to the preschool education rules, too. We joined with several other education groups to submit comments on the proposal before the public comment period closed yesterday. If you have feedback about the comments, please let us know.
Even though the public comment period has closed, there is still time to weigh in. A committee of the state board will be considering the proposed rule changes at their meeting in March. If members wish to make comments, we urge you to contact your state board member and/or send a letter to the state board. In addition to sending a letter of our own to the state board, the organizations are also putting together a small group of school representatives who will provide testimony on the proposed rules at the March 12th board meeting during the public participation portion of the agenda. If you are interested in participating, let us know.

I just learned about this two days ago and apparently the time for feedback closed yesterday. One of the changes appears that we will need to provide 300+ hours of "regular education" to students who qualify for an IEP, but attend a private preschool. Currently, we might only provide itinerant services, but I'm wondering if this would mean the private preschool would now be able to charge us for the regular education piece. Also, it appears that it changes the ratio of special ed students from 8 per class to 6 per class beginning in 2020. These are just a couple of things that my preschool director brought to my attention.
Has anyone looked at this? I had not seen anything about it, so I don't know if treasurers were notified. My superintendent said he wasn't notified either.
