[Mail_treas] US Treasury Check - Refund Intercept Program

I just received a $55,509.39 US Treasury check in the mail today with
"REFUND INTERCEPT PROGRAM" in the memo.  I've verified the check is legit (
https://tcvs.fiscal.treasury.gov/); however, it came without any
information as to what it is for (plain envelope with only the check
inside).  Has anyone ever received anything like this before?  I'm at a
loss as to what it's for (BWC, Unemployment, Food Service, SDIT, etc.) and
unsure where to post the receipt.
