[Mail_treas] Long Term Illness Mass Load Template

Good Afternoon MVECALAND,

It has come to our attention that SSDT has changed the Mass Load criterial for Long Term Illness this year.
Attached is the new template, and I have also updated the template that is on MVECA's webpage under Fiscal/Fiscal Main Page/Fiscal Year End/USPS-R FYE.
