We received an EMIS newsflash this morning regarding the forecast submission. Each district does need to confirm if their forecast submission requires to be re-submitted as DEW has an updated manifest.

If your district has the following message under the forecast submission you do need to start at step 9 on the attached instructions and re-submit (Note: you do not have to re-upload the files as those are still in the data collector in other sources and it will pick up the last one loaded).

Good Morning,

As a reminder the initial forecast is due on this week on 2/28/2026. Also, now the data collector accepts CSV files so there is no need to use the flat file editor to convert the files to a .seq file. Districts can now upload their files in the data collector as a CSV file.

A very common reason/error that happens with forecast records is the data collector will not accept any percentages higher than 999% (this is not new) so before saving your forecast to a CSV file (If using the files from USAS you want to save your file in CSV on the Output tab) you need to ensure none of the percentage changes are greater than 999%. If you do have any percentages greater than 999% than manually change that field on your forecast (tab) to 999.0% and then save your output tab as a CSV that reflects no percentages over 999%.

Attached are the instructions on how to upload your CSV financial forecast and then how to certify and submit it in the data collector.

Now the data collector does not require districts to convert their forecast files any longer, as CSV files now work.
