[Mveca_usas] September Release of the software

Hello!!

The September release of the software was installed over the weekend.  Here are some changes that were made:

SERSHIRE/STRSHIRE reports

*         added to PAYROLLCD when executed as actual

*         Allow up to 6 months from position start date for new employee to be reported (changed from 60 days)

*         Allow future position start dates up to 6 months

*         Fixed problem with the all 1's default record - the programs will look at the TRUE_SSN instead of the EMPLOYEE_ID field to determine who to include in the file
STRSHSEND and STRS_SEND

*         Only files for STRS per pay reporting will appear for the STRS_SEND

*         Only files for new hire reporting will appear for the STRSHSEND

Minor USAS updates were made.  See attached release notes.
