[Mveca_usps] Ohio new hire reporting

Hello,

Heads up!  Tonya at Clark ESC just let me know that she got an error when trying to upload the NEWHIRE.SEQ to the Ohio New Hire Reporting website.  They have updated their site.  You need to rename the NEWHIRE.SEQ to NEWHIRE.TXT when you transfer the file to your local drive.  This file meets the Fixed-Width Text layout specifications.
