[Tech-l] Fellow Tech in dire need of some help

Good Afternoon All,

Has anyone run into the issue where ONE student out of the entire class 
cannot access an assigned YouTube video?  He gets the message "Video 
unavailable.  This video is restricted.  Try signing in with a Google 
Apps account."

Here's what I've done so far . . .

 1. cleared the cookies, cache, passwords, autofill, content settings,
    etc. on his chromebook
 2. verified the video has been approved
 3. logged in on his device as another student, as a staff member and as
    the GAFE Super Admin; all of which played the assigned video
    successfully
 4. tested #3 (above) with 3 different models and brands of Chromebooks
 5. he is in the same Google OU as his classmate
 6. logged out of YouTube
 7. logged back in to YouTube
 8. verified that the YouTube Restricted Mode (from YouTube, not GAFE)
    is set to off
 9. signed him in to the Chrome browser on a Windows machine, still blocked.
10. Deleted his YouTube Channel
11. Did an online session with Google Admin Tech Support
12. "Googled" the devil out of the internet looking for solutions

Conclusion:  His account has a setting somewhere that is different from 
everyone else, but where?  Any ideas?  In the Admin Console?  Has this 
happened to anyone else?
