[DistrictEmisCoordinators] CNDC and SCR reporting

Good morning
During the ITC call this morning, ODE talked about getting the SCR submitted and the issue that districts are worried about as far as reporting new students that do not show up then having to report an 81 all year for them.

According to David, as long as you DO NOT report your Beginning of the Year Manifest or the SOES Beginning of the Year manifest, you can then report another SCR with the 81 withdraws for these students.  Once that is processed, those students will no longer appear in ODDEX.  Then prior to reporting your SOES or Beginning of the year manifest you can whack them out of SI or your Student Information System so you do not have to report them all year with an 81.

I know this is totally not what we are used to but it is an option so that your Food Service can see the students.
