[DistrictEmisCoordinators] 23.2 Civil Rights update

The 23.2 release will be installed on Friday night.  It is only for Civil Rights.
I have attached the powerpoint from the ITC release training , the release notes and the Civil Rights Guide from DASL
Let me know if  you have any questions.
