[DistrictEmisCoordinators] 25.2.0 Release Updates

I wanted to send out the release notes for you to look at and see what updates are happening with the next release 25.2.0

This release is not expected until at least the last week of February - but could go into March as well.  We will keep you updated when the release will happen.
