I am a new Treasurer, (July 1st) and I was astonished to learn how much liability I just took on with this job.  Besides trying to learn the job I have some anxiety about my liability, especially for so many things that are out of my control.  Please keep advocating for change!

I agree with Roxanne.  This not something that an Auditor of State committee can address.  This is something that OASBO, as our representatives, need to lobby the legislature to change for our benefit.  Maybe if we all stopped paying our annual dues, something might change.

I will be on vacation. I am pretty sure I owe dues. Who is the Treasurer so I can ask and forward? I want to be up-to-date on my obligations, BECAUSE…..

I want to be the instigator (and would hope that others would support me) in getting OASBO back to work for Treasurers. I do not need OASBO to tell me which software I want or what vendor I want for a service. I need OASBO to lobby for me where it counts! Years ago they were to pick up the mantle to protect Treasurers from being accountable for things we have no control over. Right now, especially in my world, the Supt has all the authority over employees ( I was directly told in this District, that I have no authority over employees) and I am fine with that, but now I am the one with all the potential sanctions? That makes a lot of sense doesn’t it? I don’t hire nor am I consulted on hiring, I don’t fire, I cannot discipline, I cannot reassign, etc. I really would like to know from the State Auditor’s point of view how it came to be that sanctions name the Treasurer and NOT the Supt.  Sounds to me like BASA or other orgs that Supt belong to, had more of a voice than OASBO.

Another point of contention is that when Treasurers take on a Supt who is “running off the rails”, Treasurers lose whether it was justified or not. Not long before she passed, Londa Schwierking told me of the Treasurer  who lost his job doing the “right” thing of exposing a Supt who was not ethical. Supt was shucked, but then so was the Treasurer for starting it all. If legislature wants us to be the police, fine; I can handle that, but the police aren’t going to police without protection. That is like sending a real cop into gang neighborhoods without guns or body armor. The Cops aren’t going to do anything but drive through the neighborhood, at best. Most people when facing the choice of keeping their job or stirring crap, are going to choose keeping their job UNLESS they have protection. So unless that gets built in, the policing is just token for appearance sake. Who knows, maybe that is all legislators want; a good appearance. And maybe I’m an idiot for thinking that most legislators really want to affect REAL checks and balances for the system that is educating our young. But if they really do want the right thing done, someone needs to lead them to the light of how that really GETS DONE!

Please convey my support when you take these concerns to  the AOS forum through OASBO to get the Auditor of State to listen to our objections of making the School Treasurer's often times the scapegoat for other's misdeeds and fraud against schools.

I can attest to the dramatic effect this had on myself in the past and the threat of loss of personal assets can have and our voices need to be heard.  I know others have faced this as well and the need to change this is now.

In addition, OASBO needs to provide partnership and support through the legislative channels and also search for a personal liability insurance approach for Treasurers.  I have often searched for fiduciary liability insurance and cannot find such an instrument.  This issue needs to be addressed as a collective and aggressive campaign to get this changed.

It is time this needs to be addressed and whatever I can do push this effort please let me know.  I think about this every day and whoever needs contacted please let us all know.
